Emergency Management

The Clear Creek County Office of Emergency Management (OEM) operates under the authority of the Clear Creek County Sheriff’s Office. OEM is dedicated to coordinating emergency services for residents and visitors through an all-hazards approach—addressing both natural and human-caused disasters, as well as large-scale emergencies.

This approach is supported by a comprehensive program that includes planning, equipping, training, practicing, evaluating, and continually improving. These efforts span the core mission areas of prevention, protection, mitigation, response, recovery, and public education.

OEM prioritizes this program based on the top 13 identified hazards specific to Clear Creek County, ensuring resources and strategies are focused where they are needed most.

  • Emergency Operations: The Clear Creek County Emergency Operations Center (EOC) and Joint Information Center (JIC) serve as centralized hubs for coordinating countywide response efforts during emergencies or declared disasters. These centers bring together county leadership and key personnel to manage operations. The EOC is staffed by nine key positions, representing essential first response agencies and county leadership. Together, these members work collaboratively with field operations to deliver a unified, streamlined response that enhances the county’s ability to manage emergencies efficiently and effectively for the benefit of the entire community, as well as to ensure effective communication and to support decision-making. 
  • County Community Risk Reduction Program – Wildfire: Unfortunately, due to countywide budget reductions, there will be NO community mitigation grants offered for 2025. Please contact your local fire department for information on available services to support property owner wildfire mitigation:
